Winstead Consulting LLC provides professional services in the area of groundwater protection permitting and compliance. We work with other firms to ensure a complete and defensible application package. In addition, we help companies with compliance issues and negotiate with regulators to implement reasonable conditions in a permit to facilitate achievable compliance.

Winstead Consulting LLC has worked with copper and gold mines of all sizes throughout Arizona on permitting and compliance issues. During Ms. Winstead's tenure at ADEQ, she oversaw more than 200 technical APP meetings and processing of over 100 permits. Since establishing Winstead Consulting LLC, she has worked on numerous mining and industrial APPs. She also works as an Associate with other consulting firms to provide expert APP direction, oversight, and agency negotiations.
In addition, Ms. Winstead has helped industrial facilities and cannabis growers with RCRA hazardous waste management, exemption of discharges and closure of NOVs.

Winstead Consulting LLC was established by Carrolette Winstead, who has over 25 years of professional regulatory and consulting experience. She is a former manager of the ADEQ APP Mining and Industrial Unit and has been a consultant to various copper and gold mines for more than 10 years. Currently, she works for a world-wide industrial company managing areas of environmental permitting and compliance including water, air, and waste.
